After the NYS Education Department rated all eight of the district’s buildings as “unsatisfactory” based on a 2005 Building Condition Survey, the District selected Kideney Architects to provide pre-referendum design services in support of its development of a major capital project. District buildings were 40-84 years old and in need of major repairs and renovations. Kideney undertook an intensive study, partnering with a capital improvements committee appointed by the superintendent, to identify issues across several categories that would make up the project scope. A total of $62M in needed improvements were identified and a cap of $48M was placed on the project in order to allow for zero tax impact. Work was prioritized accordingly and Kideney was retained to design the resulting capital improvements through an overlapping series of phased projects at seven of the eight buildings.

Scope of Services

  • Pre-referendum design services to evaluate eight buildings to identify issues and design scope
  • Architectural design and construction documents
  • Mechanical, electrical, plumbing, civil and structural engineering design, and construction documents
  • Survey and construction documents for abatement of hazardous materials
  • Interior and landscape design
  • Logistics/planning for phased construction to identify and resolve swing-space requirements

Design Features

  • Complete site reconstruction of paving, walks, curbs, traffic configurations, and playgrounds to improve safety and mitigate stormwater impacts; provide additional parking
  • New technology infrastructure throughout, including interactive whiteboards in all classrooms
  • Replacement of HVAC systems and controls
  • Code conformance and ADA accessibility improvements
  • Plumbing system replacements
  • New security, access and communication systems
  • Administrative space reconfigurations
  • Exterior envelope improvements, including multiple roof and window replacements, and masonry restoration
  • Added 10 new classrooms at North Tonawanda Middle School
  • Abatement of hazardous materials and other health/safety improvements
